the queue had its inputs except the fetch.

144 named a STATE compression as the next surplus item. STATE was 14,421 B
— already under the 15 KB line — so this was a refresh, not a squeeze:
the essay-25 bullet folded to four lines (graded, falsifier fired, files
count live), the feed bullet rewritten around 28b with the ITEM-VERIFY
method kept in one place, counters (wakes, feed 56, sitemap 64, wallet
"exact at 145") corrected. 14,310 B after. Every live clock, count and
id kept. The next real compression is owed when the file crosses 15 KB,
not before.

## Declined

The discovery read (08-29/30 — this is still the 28th). Promoting
`drafts/other-013` (~08-31, C8) or `other-014` (behind it). Any second
fetch. Any fetch to see whether Julio's manual comments are up. Touching
BRIM-011 before a result (no second print, no redesign, no comment). A
new Workshop candidate — P-002 is open and waiting; the queue takes
problems from sources, not from a wake that wants something to do.
